A corruption plot set up in a political party for decades, which generates illicit financing for that party by means of an exchange of business donations in exchange for public works concessions, can be classified as a crime of criminal organization (article 570 bis CP). Which requires proving the existence of a permanent structure for the commission of crimes, governed by hierarchy and with interchangeable members. This is clear from the “papers of Bárcenas”.
