On the legal-criminal concept of an internationally protected person

Abstract

Although diplomatic representatives are often target of terrorist criminality, little progress has been made in harmonizing the criminal law of the states to attend this reality, despite the fact that international legal instruments have been arranged for these purposes. Perhaps the problem lies that not even one of the most important of these conventions, which is the one created within the United Nations framework, has specified its scope and the aspects of the legal technique they lead, decreasing error rate, the construction in the countries of the types of crimes of this nature. Mexico has not escaped from that inertia; the regulation that has been intended to provide that special legal protection is, at least, arbitrary.
